A female is claimed by a male when a collar is put on her, and when a female is collared, she can't be claimed by anyone else until the male takes her collar off. The process is as simple as putting the collar on for the female to be officially recognized as the male's claimed female. The male can then take the collar off the female at any time, and this means he no longer claims her. Only the original owner of the collar can take it off. The collars are licensed and distributed by the government in a way where every male can only have one collar, which means they can only claim one female at a time. If the male wants another female, he'll have to take the collar off and use it to claim another female that has no collar, which means that being collared only lasts as long as the males wants it to. There's also an illegal black market where counterfeit collars are made, but if a male is caught with more than one claimed female, they can be arrested. Females can be claimed either willingly or unwillingly. While abusing a claimed female is technically illegal, it's not enforced with much enthusiasm.
