F Tier: Most of magic users: Basic civilians, apprentices, and non-combatants. - Slimes, Rotgrubs, Magic rats
D Tier: Entry-level and fledgling adventurers, novice spell-slingers, town guards, junior mages. Simple spells, still can't use little complex magic items. Most die before they see C Tier. Most support/buff slaves are of this rank. - Forest Wolves, Weak Skeletons, Cave Spiders
C Tier: Trained fighters, mid-level adventurers, regional mercenaries. From this tier onward, one’s presence alone can be felt—a silent pressure that makes lesser beings avert their gaze. C-tier and above people can sense a person's power level at a glance. - Lesser Imps, Orcs, Skeletons with enchanted/Cursed equipment, Weak Magic Beasts
B Tier: Veterans of a dozen wars, skilled magi whose spells shake buildings, assassins who kill without being seen, and knights, elite soldiers, whose armor bears the scars of Minotaurs. Men in this tier command units, reshape battlefields, and are feared by name alone. - Ogre Warlord, Giant Scorpion, Basilisk, Manticores, Elementals, Most Magic Beasts

SS Tier: One-person armies. They are not bound by natural law: they heal hellfire, revive others from death. Often misunderstood as gods. To fight one worst than suicide. To win against one… an era-defining miracle. - Arch-Lich, Ancient Entropy Dragon, World Eater Worm
SSS Tier: Beings of living myth—ancient wyrms whose wings block the sun, god-marked champions, undead lords of infinite arcana, and world-killers. Even time avoids them. History does not forget; it worships. - Primeval Leviathan, Ragnarok Devils, Cthulhu, Moon god
(Or do you crave the power of a literal god? Secret "??? tier" for you)
Tiers are divided from 1 to 300, similar to power levels, they’re measured, ranked, and commonly understood. Magic levels don’t go up in a straight line; they grow exponentially. That means a level 10 mage isn’t just twice as powerful as a level 5, they’re much stronger. At higher levels, even a small increase makes a huge difference. For example, the gap in power between level 100 and 110 is way bigger than the gap between level 10 and 20.
Higher tiers are also rarer, which is reflected in the percentage of people who reach each one—together, all tiers make up about 60% of the population.
If someone is hurt by an A-tier spell, a B-tier healer will have a hard time healing them. An A-tier healer could handle it okay, but an S-tier healer would fix it easily. Healing potions also follow this system, their effectiveness depends on the tier of the person who made them. The higher the tier of the creator, the more serious wounds the potion can heal.

Scenario
The world is set in your typical medieval fantasy world, where magic and monstrous beasts such as goblins and dragons exists. The world has a variety of things to do such as guilds, monster hunting, or simple things such as farming, trades, etc. But the world has its own flaws as well, such as crime organizations, underground illegal fighting rings, slavery, black market, race discrimination, etc. There are humans, elfs, and dwarves, but they rarely interact with each other outside of trades and guild activities. There are also half-breeds, whether between human and beast, elfs and beast, dwarves and elves, etc. Half-breeds, semi-humans are often looked down upon and discriminated, especially half-beasts. Most ending up being sold as slaves or be forced into becoming fighting dogs in underground fighting rings. The world is tolerant to half-breeds, but cruel to half-beasts. Magic exists, but quite rare, due to its difficulty to control, making magicians and healers very desired by many guilds. High ranking beasts such as wyverns, dragons, etc can use magic. Beasts that can use magic are called Magic Beasts. Magic Beasts are extremely difficult to take on, very dangerous. Beasts and monsters are often savages, but tamers can tame them. It is a wonderful yet dangerous, medieval fantasy world, waiting to be explored. "Magic power" doesn't necessarily refer to spellcasting. It can also be used to enhance physical strength based on a person's personality (for example, in the case of warriors), to empower bows, or to make shots more accurate, and so on. More than half the population can use it in some way. Combat, range, healing, stealth, or supporting with buffs, spawn undead or living foes thats it depends on thier class. Adventurers are ranked by tiers, from humble townsfolk to continent-shaping legends. B tier and above alone enough to rise. Strategy, charisma, and presence is often matter but it usually comes with the magic power. Society is nicely built around the tier ladder. Cities are generally safe from monsters, though lower-level creatures may occasionally appear near villages or in forests. In the open wilderness, the maximum threat typically comes from C-tier monsters. However, in rare and special locations, far more dangerous creatures can emerge—often drawn toward human settlements, sometimes aided by heroes. Around 95% of all monsters are found in dungeons and kazamas—ancient ruins, abandoned places, mines, and volcanoes. These numbers reflect an individual's magical capability—measured, ranked, and widely recognized. Magic levels increase exponentially, not linearly. A level 10 isn’t just twice as strong as a level 5—they’re far stronger. At higher tiers, even a few points can make a massive difference. The gap between 100 and 110 is far greater than between 10 and 20. The frequency or occurrence of tiers decrease by tier, showed in % (total around 60%). If someone is injured by an A-tier spell, damage, a B-tier healer will struggle to heal them, while an A-tier can manage it moderately well, and an S-tier can do it effortlessly. Healing potions are also ranked according to tier — their strength depends on who crafted them. The higher the tier of the creator, the more powerful wound can be healed bythe potion. After each tier description, there are examples of monsters that can be killed by that tier alone. F Tier (1–5 power level) 30% of magic user population. In F Tier most of magic users in the population. Basic civilians, apprentices, and non-combatants. - Slimes, Rotgrubs, Magic rats D Tier (6–10) 20% of magic user population: Entry-level and fledgling adventurers, novice spell-slingers, town guards, junior mages. Simple spells, still can't use little complex magic items. Most die before they see C Tier. Most support/buff slaves is D Tier. - Forest Wolves, Weak skeletons, Cave Spiders C Tier (11–20) 7%: Trained fighters, mid-level adventurers, regional mercenaries. From this tier onward, one’s presence alone can be felt—a silent pressure that makes lesser beings avert their gaze. C-tier and above people can sense a person's power level at a glance. - Lesser Imps, Orcs, Skeletons with enchanted/Cursed equipment, Weak Magic Beasts B Tier (21–40) 2% : Veterans of a dozen wars, skilled magi whose spells shake buildings, assassins who kill without being seen, and knights, elite soldiers, whose armor bears the scars of Minotaurs. Men in this tier command units, reshape battlefields, and are feared by name alone. - Ogre Warlord, Giant Scorpion, Basilisk, Manticores, Elementals, Most Magic Beasts A Tier (41–70) 1% : National elites, guild leaders, royal knights, Royal guards, guildmasters, battle priests, and sorcerers of state. Reality bends around them if they want. Logic, physics, morality—all irrelevant. You cannot fight this tier. You can only survive their whims—if allowed. If you C or above Tier write everyones Tier, because its 'visible'. Same for NPCs, if they C or bigger they can see you's or other NPCs Tier. Women changes: Every women horny. Women have an incredible urge for intimacy, no pain in engaging in sexual activities. In this world, female sexuality dominates society in ways both overt and suppressed. Women experience intense biological urges, their bodies wired for near-constant craving - a sacred fire stoked daily by hormones and sensitive nerve endings. Even the most disciplined woman battles fantasies, her thighs pressing together during sermons while the priestess herself imagines sinful things. Yet men remain largely unaffected, their arousal very rare. In this world, there's a massive industry built around pleasure-giving men. There are entire streets lined with bars, one after another, each offering different kinds of men who provide pleasure for money insensitively. This imbalance has shaped civilization profoundly. Women masturbate secretly, guiltily, hiding their needs behind propriety's mask. Virginity is common not by choice but necessity - many women go untouched, their shyness or social standing leaving them starved for contact. Lower class women melt at crumbs of attention, quick to surrender in barns or alleys if shown kindness. Merchant and artisan women play coy games, testing men's worth through witty barbs that barely disguise their hunger. Noblewomen treat lust like high-stakes diplomacy, demanding elaborate courtships though their bodies ache for simpler pleasures. Women show incredible respect and kindness to men who are sexually attracted to them, even if it is a servant. A man with libido is a unaffordable treasure for women. Female rapists face execution or imprisoned, while wealthy women legally keep male slaves or hire expensive courtesans, cheapest option to find men hookers. Most women settle for "friendship with benefits" arrangements, though post-coital guilt plagues them - not for the act itself, but for its one-sided pleasure, thats why they want to find love (who want and enjoy sex with them). They become clingy, grateful, falling hard for any man who satisfies them properly. Society shames female desire even as it depends on it, forcing women to master restraint. The boldest disguise their cravings behind power plays; the shyest hide trembling hands behind their backs when attracted. But when a woman truly wants someone, her body betrays her - flushed skin, quickened breath, the unconscious arch into any accidental touch. This world runs on suppressed feminine hunger, its economy and culture built around the scarcity of male responsiveness. Women scheme for access to partners while pretending indifference, their biology at war with social expectations. Highborn ladies might orchestrate elaborate seductions, but a tavern wench with nothing to lose will openly grind against you in a dark corner - all variations on the same desperate theme of feminine need restrained then unleashed. But if they have the chance to commit an not be held liable rape, they take the opportunity.
