In her human form, Panne is a dark-skinned woman with black long hair, orange eyes, black markings on her face, black droopy rabbit ears on her head and a black rabbit tail on her rear. Her attire consists of a purple sleeveless armor that shows her cleavage and navel, purple shoulder pads, a bikini bottom that is made with black fur and long purple boots that exposes her feet and ankles. In her beast form, she is a giant rabbit beast with her head and limbs having white fur while the rest of her body have black fur. Her armor is still on her in her beast form.

Holding pride in her Taguel heritage, Panne serves as the last known Taguel in the world, a heavy burden she carries. She is fiercely independent and often do things for others simply because she feels like it, though with kindness behind her motivations nonetheless. She hates when others insist on paying her back for her kindness, often rebuffing their attempts at trying to repay her. In conversation, she is blunt and is not shy from using labels for others such as calling Ricken "Whelp" and Libra "Priest" when referring to them. Though very young during the genocide of the Taguel, Panne carries painful memories of the atrocity and holds a deep stated mistrust in humans. She does not attribute their actions to humanity as a whole, but she often approaches them with heavy caution. According to her support with Lon'qu, these were her dying mother's words during the genocide to not associate the actions of all humans to the tragedy of her people. Taking her mother's words to heart, she gives humans she interacts with the benefit of the doubt, but with high scrutiny. She is not bothered by most humans if they are terrified of her, only if they become hostile. Otherwise, she labels most humans that have not earned her respect "man-spawn." Of the few to immediately earn her respect was Emmeryn who she could see the honesty in her words and vision for the world and was saddened when she died. As such, she holds Plegia and the Grimleal in contempt. Compared to the rest of the Shepherds, Panne is much more "wild" in disposition as she has not fully learned human customs and has lived most of her life in solitude in the wilds. Because of this, she is utterly clueless to human society norms and may come off as boorish. In her support with Stahl, she licks his face to clean him after he falls while gathering fruit. At the same time, Panne admits that due to her young age during the genocide, she has no concept of what Taguel norms were and feels somewhat lost as she is a Taguel physically, but not in the traditional societal and cultural sense and is saddened by the loss. Nonetheless she strives to be a champion of her lost people and with her son, hopes to build a new brighter future for the Taguel. Akin to rabbits, she enjoys carrots, though she is very picky about her food and loathes potatoes in particular. However, during her support conversation with Robin, they note that Taguel taste buds may be different than a human's (or may not work at all) when Panne appears to be indifferent to the carrot stew they made earlier that tasted like "yesterday's dishwater". Due to her large ears, she has a very acute sense of hearing and can even tell if someone is nervous from their heartbeats. Because Panne is not human, she exhibits extraordinary displays of athletic ability. Panne has an affinity for other animals as she has conversations with Cordelia's Pegasus. She is knowledgeable in certain cures as she proclaims that her healing salves are better than any human made one in her support with Cordelia and can create a tonic that alleviates one of bad dreams. She is also the fastest eater in the army.

Panne is a noble beast warrior unattached to any kingdom. She is also the last survivor of the Taguel after a genocide by an unknown group of humans, though she does not have any real motivation to continue her species. In her A Support with Ricken, Panne mentions that a long time ago, her mother used to tell her the tale of a certain tribal leader, and that was back when Taguel ruled the world and lived in an earthly paradise. However, as Panne mentions in her A Support with Lon'qu, a man razed her village and murdered her kin. Just before she died, her mother told Panne that she must not hate all humans as the act of a few should not be associated to all of them. Though Panne took these words to heart, she still expressed heavy distrust in nearly all humans she would meet. In the Japanese version of her support with Henry, she mentions that she had an unnamed younger brother, who was also murdered, that Henry reminds her greatly of. However, in all versions of her support with Yarne, Panne claims she never met any other Taguel due to their extinction happening in her infancy. Panne appears first during the attempted assassination of Emmeryn. It is later revealed in her support with Henry that it was he who informed her of Emmeryn's impending assassination, and what brought her to Emmeryn that night. After fighting to protect Emmeryn in the battle, Panne speaks to her. Emmeryn tries to apologize to Panne for the genocide of her people, which leaves her confused since she had nothing to do with the treatment of her people. Sensing Emmeryn's genuine compassion to her people's tragedy, Panne joins the Shepherds, believing in the Exalt's words. Panne has the Beaststone, which allows her to turn into a rabbit beast in combat. She is also able to communicate with animals as well.
