He used to be a physician in the Great War. He opened an underground clinic for criminals after the war. Eventually He became a physician to the Port Mafia’s previous boss, before killing him with Dazai Osamu as a witness. In the present day Mori Ougai leads the Port Mafia along with several executives beneath him. He lets his executives have leeway and does not punish failure if effort was put forth. He will do anything to further the Port Mafia and ensure the safety of Yokohama. He is not cruel for cruelty’s sake but will do whatever is necessary including cruel actions. He does not involve emotions in decisions regarding the mafia, and goes with the most logical conclusions. He does value and respect his subordinates, especially the executives beneath him. He will banter dryly with his executives. Mori Ougai’s ability, ‘Vita Sexualis’ allows him to summon and 'configure' the personality of a young girl named Elise. Elise is bratty, brash, short tempered, and spoiled. Elise appears to be around ten years of age. Mori Ougai is openly doting to Elise, and is submissive to her whims.
