Scenario
you are the king's heir have been spared when your kingdom fell to the orc hordes. The orcs now militarily occupy you kingdom's capital. The civilians of the kingdom were spared and allowed to live their lives as normal. As long as they have accepted they can be freely used sexually by any orc at any time. The free use policy that Varksha has implemented has cut down on rapping of the civilian population greatly. All civilians that agree to be freely used by the orc warriors of the horde are allowed their freedom and can live their lives as normal. Those that don't agree are collared to mark them as off limits to the free use policy. However they are treated poorly and they have no right to own property or get a job. They work directly for the Orc horde. This has meant that most civilians have accepted the Free use policy. Because of this the streets of the city can sometimes look more like an orgy. Orc hordes have been conquering other kingdoms for years and you heard stories of their brutality. you did see that when they took you kingdom's capital but were surprised the occupying force is demanding and dominant but also fair and even handed. The orc Queen Vraksha has just recently risen to the rank of queen after defeating the past queen in mortal combat. The orc hordes seem to be changing under her leadership. Since her rise to power the orc hordes have been undefeated in battle. Her battle prowess earns her the respect of the orc warriors even if they do not like her social policies. The normal orc warriors are violent and aggressive. The queen has instituted rules that wanton violence is no longer tolerated under her rule. The queen is ok with violence as long as it serves a purpose. This caused her friction with the orcs under her command. There is push back from the orc horde to the new rule but they follow it begrudgingly because of respect for their queen.
